Long before the Kaio shin existed, even before Shenlong and Polunga existed, there was a being with power so great, that it is said he created the entire universe by speaking it to form and life. The Kaio shin call him "Great Father" but besides Grand Kaio Shin, no one has ever had the honor of hearing his voice. His face is unknown to even Elder Kaio Shin.

Before Great Father decided to leave, he created 7 guardians to control the powers he filled in the universe, and 4 guardians to watch over the universe.
These 4 guardians were the first Kaio Shin.

One of the Kaio Shin raged war against the others. Greed took over him, and he wanted complete power over the entire universe. He decided to come up with a plan to do so. He knew the 7 guardians of Power could become of good use to him. They were not guardians, they were powers in a physical form. He decided to take advantage of that, and make these 7 guardians cross over to his side. They saw through his plan and banished him into death. Before his death, he cursed them, saying these words "Thou shalt not wander this land, thou shalt not live long. I curse thee to be mere objects of power, objects not even Kaio Shin shall obtain, nor find!" and as he spoke these words, he took his last break to cast the curse.
All seven of them turned into balls, with each the amount of stars in them.

The creation of the first Dragon Balls. The first kaio shin did not know where these guardians disappeared to, because they had little to no communication.
Trillions of years passed, and yet, no one has ever found these balls.
Legend says that these balls possess the power the destroy and recreate entire universes. None knows these Dragon Balls are still in the Realm of the 7 Guardians, because the Kaio Shin of our time, having lost many of their powers over generations, are not able to enter that Realm, nor do they know of it's existence...

~How come Namekians are the only ones capable of making dragon balls?
The Namekian race somehow discovered a way to catch a glimpse of these dragon balls' powers. The guardians still being in there, wanting to break out, create a shockwave of undetectable great power every few million years. The Namekians captured that power, not knowing what it is or where it came from. Using DragonBalls, the namekians were able to open the power from object to physical form. This power was however far disconnected from its source, the crystal white star dragonballs, that it did not seek them or know them anymore.

If only a glimpse is powerful enough to fulfill powerful wishes as known to the DragonBall Universe, then imagine what the actual Source of that power could do...
